USTA Bans Brooks' Group

The United States Trotting Association, in following its rules related to reciprocity, has announced the suspension of membership privileges for the following individuals and entities:

  • Terry Brooks
  • Jeffrey Brooks
  • Andrew Brooks
  • Victoria Brooks
  • Perfect World Enterprises
  • VA Enterprises
  • Bulletproof Enterprises
  • Goldfinger Enterprises
  • Seize The Day Enterprises
  • VAE LLC
The USTA ruling follows a decision Jan. 26, 2010, by the Ontario Racing Commission, ordering the immediate suspensions of everyone identified above. USTA Rule 22, Section 14 states, in part, that “All persons and horses under suspension or expulsion by any State Racing Commission or by a reputable Trotting Association of a foreign country shall upon notice from such commission or association to the Executive Vice President, be suspended or expelled by this Association.”

Effective Jan. 28, 2010, the USTA elected to withhold action on transfer requests submitted in recent weeks by Bulletproof Enterprises, pending the results of an internal investigation concerning the ownership of those horses. The USTA made contact with Jeffrey Brooks and his attorney, and has made them both aware of the organization’s position and need for information that would support the aforementioned transfer requests.
Last week, the Ontario Racing Commission advised that one of the conditions of the immediate suspensions is that any horse owned by the above-mentioned individuals and the related stables cannot be transferred to new ownership without the written permission of the ORC.
